Public-sector reform, restructuring and privatization were the basic elements of the economic transition in the Central and eastern Europe and former Soviet Union countries. The paper provides arguments that the transitional public relation exercised in this case at the micro-economic level has proved to be a very useful instrument to reduce the costs and risks connected with the very often painful privatization and restructuring process of state owned enterprises.
The presented case illustrates that communicating symmetrically the management with the help of the PR Department of the largest Polish companies from the mining sector, have managed to solve the problems of externalities avoid major transition failures and successfully finish the planned restructuring of the company. The conclusion - the symmetrical public relation costs far less than government regulations, fines, lowsuits, strikes and boycotts.
